What is Hard Facilities Management? Guide & Updates

What Is Hard Facilities Management?

Hard facilities management (Hard FM) is the maintenance and compliance of a building’s physical fabric and fixed engineering systems: everything bolted, wired, plumbed or ducted into the structure. If you run, procure or inherit a building, this is the part of FM that carries legal duties and the largest repair bills. Ventilation sits firmly inside it, which is where specialist AHU servicing earns its keep.

What does Hard FM include?

Hard FM covers the permanent assets of a building and the equipment that keeps it safe and working. Typically that means:

  • heating, ventilation and air conditioning (HVAC)
  • electrical systems and fixed wiring
  • plumbing, drainage and water hygiene
  • boilers and plant
  • fire safety systems
  • lifts
  • building management systems (BMS)
  • roofing and building fabric
  • in hospitals, medical gas pipelines

Most of it runs on planned preventative maintenance (PPM): scheduled servicing, testing and inspection rather than waiting for a failure. Our preventative maintenance guide for HVAC systems shows what that looks like for ventilation.

Hard FM vs Soft FM - What's the difference?

Hard FM looks after the building and its fixed systems. Soft FM looks after the people using it.

Soft FM covers cleaning, security, catering, waste and grounds. If it is fixed to the building and a regulation or manufacturer sets how often it is checked, it is almost certainly Hard FM.

The distinction matters because Hard FM failures tend to be compliance failures. Water systems fall under HSE guidance on Legionella control, and fire safety duties sit under the Regulatory Reform (Fire Safety) Order 2005.

A missed soft FM task is an annoyance. A missed Hard FM task can be an enforcement notice.

Ventilation: Hard FM’s blind spot

Air handling units (AHUs), ductwork and filters are Hard FM assets, yet they are often the last thing checked because nobody sees them, so they end up neglected. The compliance items are specific:

  • Fire dampers need periodic testing to prove they close when they should.
  • Ductwork cleaning is needed when contamination builds up, and a verification test shows the job has worked.

Hard FM and building handover

Hard FM teams often inherit problems from construction. A building handed over without proper commissioning, training or aftercare becomes the maintenance team’s problem on day one. That is the difference between a hard landing and a soft one, and our guide to the six phases of soft landings explains how to avoid it.

How to choose a Hard FM contractor

Check competence, not just price or logos. Look for recognised accreditations, evidence of relevant work in your sector, and engineers with the right skills, knowledge, experience and behaviours (SKEB). Our guide to finding a trustworthy contractor covers the red flags, and our SKEB article explains what good competence looks like.

Hard FM 3 and NHS procurement

NHS Shared Business Services (NHS SBS) is preparing to launch its third-generation Hard Facilities Management framework, known as Hard FM 3. A framework is a pre-approved list of suppliers that public bodies can buy from without running a full tender each time. The published lots include air handling units, filters, ventilation and extraction, theatre verification (critical ventilation services) and building management systems.

ARM Environments is already available through NHS Supply Chain and is preparing to join Hard FM 3 when it goes live. For NHS estates teams, that means a compliant route to specialist ventilation work, including HTM maintenance. Our HTM 03-01 guide for hospital facilities managers explains what that work involves.

Framework lots and standards are revised over time, so check current guidance and the live framework documents before procuring!
